TUESDAY. APRIL 24. 1990 <br /> <br />Ms=~=Ruby'StUltZ, 108 Pony Place, asked Councill- <br />for increased police patrols in the West End <br />area,'stating that the sounds'of shooting were <br />a common occurrence at night in the <br />neighborhood. <br /> <br />Mr~ Ricky Young, 1159 Yorkshire, also' asked <br />Council for increased police protection, <br />stating-that he had recently been the victim <br />of a break-in. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council passed <br />a resolution congratulating the Martinsville High School Wrestling <br />Team for their recent winning season. Coach Spencer Chang and <br />several members of the wrestling team were present and were <br />introducedto the audience. The Martinsville High School Booster <br />Club presented certificates of recognition to Council,' Mayor Oakes, <br />and Vice-Mayor Williams. <br /> <br />Uponmotion, duly seconded, and by unanimous vote, Council elected <br />to participate in the statewide early retirement program for police <br />and fire personnel that permits those employees to. retire, without <br />penalty, at 50 years of age and 25 years of service. City Manager <br />Brown noted that the participation would mean an increase-in the <br />City's contribution to V.S.R.S. of 0.89% or $64,983. However, the <br />City Administration estimates that the potential cost savings for <br />the next five years for both the Police and Fire Departments is <br />$761,484, with the total cumulative cost to V.S.R.S. for the same <br />period of $324,915.
