TUESDAY. APRIL24. 1990 <br /> <br /> ~,~-~BE IT-~FURTHER RESOLVED that Henry.. County be asked to <br /> contribute to the Drug Task Force the sum of $12,513 as <br />~ ,~- . ~.it~ share of the initial cost of this effort; and <br /> <br /> BE' IT FURTHER RESOLVED that from this day forward the <br /> Task Force will be known as "The Drug Task Force, Inc., <br /> of Martinsrills and Henry County, Virginia." <br /> <br />Various Councilmen expressed their support for the=.idea of the <br /> <br />formation of such a corporation. Mr. Bruce Dallas stated that he <br /> <br />..was in favor of drug testing for Task Force members Mayor Oakes <br /> <br />and Councilman McClain stated that they would be willing to be <br /> <br />tested for drugs at any time. <br /> <br />Upon motion, duly seconded, and upon unanimous vote, Council <br />adgpted the. following resolution which. allows competitive <br />negotiations=to be the basis for securing proposals with respect <br />to I the waste-to-energy alternative of handling solid waste: <br /> <br />~.'WHEREAS, the responsibility for disposalof solid waste <br /> materials is one which the City Council views seriously, <br /> in view of the environmental impact of the methods used; <br /> and <br /> <br />,WHEREAS, federal and state regulations have become <br />increasingly complex regarding the operation of landfills <br />and the disposal of wastes; and <br /> <br />WHEREAS, the Commonwealth of Virginia has mandated that <br />certain percentages of the solid waste stream in each <br />locality be recycled; and <br /> <br /> WHEREAS, the City Council is participating with Henry <br />-_~County~-in a joint study of solid waste disposals-fin both <br /> localities; and <br /> <br /> WHEREAS, .the Joint Solid Waste Disposal Study has <br /> recommended that the localities. consider the <br /> establishment and operation of a waste-to-energy facility <br /> <br /> <br />
