TUESDAY, APRIL 10, 1990 Upon motion, duly-seconded, and by unanimous vote, Council approved the budget and community goals and objectives of the Office on Youth. Mrs. Norma Gardner, Director of the Office on Youth, presented a general overview of the agency's budget and community goals and objectives and noted that no funds were being requested from Council, as the local match- ing funds required under the agency's grant are supplied by private donations. : Pursuant to duly-published notices, Council conducted a public hearing on a petition filed by Piedmont Trust Bank and R.M. Simmons, Jr., Co-Trustees for the R.M. Simmons, St., Estate, seeking the re~oning of a portion of Lots 33 and 34 (recently resubdivided to create Lot 33-R) located on the south side, of Starling Avenue, from R-6 Residential to P-2 Professional. There being no objections registered by any person, the public hearing was declared closed; whereupon motion, duly seconded and unanimously carried, and in acceptance of the Planning Commission's favorable Council effected said requested rezoning by its adoption ordinance which amends the City's Zoning Map accordingly: recommendation, of the following BE IT ORDAINED by the Council of the City of Martins- ville, Virginia, in regular session assembled this tenth day of April, 1990, that the Zoning Map of the ..City of Martinsville, Virginia, be.-and is hereby--amended to the extent that a portion of Lots 33 and 34 (recently resubdivided to create Lot 33-R) located on the south side of Starling Avenue is hereby ,rezoned from R-6 Residential to P-2 Professional. BE IT FURTHER ORDAINED by said Council that, an emer- gency existing, this ordinance shall be in force on and after April 11, 1990.
