THURSDAY, APRIL 5, 1990 <br /> <br />expenditures are projected for drug control, a printer, replacement of six cars <br />and the purchase of an additional vehicle for use in drug control activities. <br />In the Parks and Recreation Department, the refurbishing · of the tennis courts <br />at the high school is included. In Public Works, the street construction pro- <br />gram is included to fund a possible new street for a housing development along <br />Smith Lake Road and a sidewalk construction program. Various other projects <br />include equipment purchases and building renovations, all of which are detailed <br />in the' Budget Message. It was noted that funding is included in Ithe amount of <br />$15,000 for the Drug Task Force. <br /> <br />Following the overview of the proposed budget by Mr. Brown, Council scheduled <br />budget review sessions with the various outside agencies for April 10, 1990, <br />following completion of its regularly-scheduled Council meeting. Council also <br />scheduled a review session with the School Board for April 30, 1990, beginning <br />at 9:30 A.M. <br /> <br />Council then began a review of the Budget Message, and the following questions, <br />comments, and requests for information were heard: <br /> <br /> Mayor Oakes questioned the increase in retirement contributions. of...89% (as <br /> noted'On" page 2'of the Budget Message), to which Mr. Brown explained that the <br /> City's contribution is set by the State and that this year the increase is in <br /> part caused by a change in retirement eligibility for Police-Officers and Fire- <br /> men, as adopted by the General Assembly. Mr. Brown noted that it is hoped that <br /> the;increase would be offset by theeffects of early retirement because early <br /> <br />;retirement= will mean that younger individuals will be hired into the depart- <br />ments who are at lower steps in the pay ranges than those who retire° Mayor <br /> <br /> <br />
