Improved erosion and sediment control <br /> <br />Grading of steep southern fill slope (presently 1:5 to <br />1~) to flatter slope (4:1~) and temporary seeding <br /> <br />Contingency for leachate management <br /> <br />- General site clean-up and site maintenance <br /> <br />The City of Martinsville should install ground water <br />monitoring wells immediately to assess the present ground <br />water conditions. <br /> <br />Both the City and the County should immediately begin the <br />preparation of 'closure plans. These plans should be <br />submitted on or before December 21, 1990. <br /> <br />A more intense evaluation of the water quality program and <br />all results to date should be performed for the Henry County <br />Landfill to assess present ground water conditions, and to <br />define or determine deficiencies in the program and problem <br />areas. The sampling, handling and testing procedures should <br />follow the RCRA Ground Water Monitoring Technical <br />Enforcement Guidance Document. This document details what <br />the USEPA deems to be the essential components of a ground <br />waster monitoring system that meets the goals of the <br />Resource Conservation and Recovery Act. Although this <br />document is directed toward hazardous waste facilities, much <br />of its technical content, especially regarding well design <br />and construction and the assessment of ground water <br />contamination is applicable to any waste disposal facility. <br /> <br />Since it is likely that the existing fill at the Henry <br />County Landfill has already exceeded the design limits, an <br />interim fill plan should be prepared and submitted to the <br />Department of Waste Management. This plan should depict the <br />original fill limits, the present fill limits, and projected <br />landfill limits until July 1, 1992. <br /> <br />Preliminary geotechnical investigations should be performed <br />at potential sites to assess soil depths and <br />characteristics, as well as preliminary ground water <br />elevation data. <br /> <br />Based on the results of the preliminary geotechnical <br />investigations, a Part A Application and a Part B <br />Application for a joint disposal facility should be <br />prepared. In order to allow adequate time for construction, <br />all permit approvals must be received and construction begun <br />by mid-1991. <br /> <br />16 <br /> <br /> <br />
