10. <br /> <br />11. <br /> <br />12. <br /> <br />The disposal site cost per ton for individually-owned <br />facilities is slightly less than that for jointly-owned <br />facilities. This is probably due to lesser capital costs <br />and lesser financing requirements. However, the pro-rated <br />costs for the jointly-owned facilities are significantly <br />less than the individually-owned facility costs. <br /> <br />Of the waste management alternatives evaluated, those <br />involving source separation recycling were generally less <br />expensive. However, those involving the post-collection <br />separation recycling provide greater landfill deferred costs <br />and greater landfill life extensions. <br /> <br />Of the mass-burn alternatives evaluated, the production of <br />steam is less expensive than the production of electricity. <br /> <br />The alternative involving post-collection separation <br />recycling, fluidized-bed combustion with steam production <br />was less expensive than the mass-burn alternatives, <br />regardless of recycling technology. <br /> <br />With the City and County both having numerous industries <br />available with energy demands, the alternative of waste <br />processing with steam or electricity production should be <br />evaluated as a long-termwaste management option. <br /> <br />The waste-to-energy facility should be located close to the <br />industry using the energy product. This may affect the <br />location of the disposal site and/or transportation <br />requirements for disposal. <br /> <br /> Based on the foregoing, the following recommendations are <br />offered: <br /> <br />Each existing landfill site should be brought into improved <br />operational condition. <br /> <br />At the Martinsville Landfill, this will mean: <br /> <br />- Improved erosion and sediment control <br /> <br />- Contingency for leachate management <br /> <br />- General site clean-up and maintenance <br /> <br />At the Henry County Landfill, this will mean: <br /> <br />At least two additional operations personnel on-site <br />full-time <br /> <br />- More consistent equipment on-site full-time <br /> <br />15 <br /> <br /> <br />
