TUESDAY, MARCH 27, 1990 <br /> <br />said that .they could not. Director of Finance Richard Fitts, in response to a <br />question by Councilman'Groden, stated that there is hooverriding advantage to <br />hiring a local firm to do the audit as opposed to a non-local firm. <br /> <br />Under other business, Councilman Groden questioned whether procedures had been <br />enacted to implement the recent changes in the requirements regarding the <br />Itinerant Merchant's License to which Mr. Brown explained that those procedures <br /> <br />were now in the hands of the Commissioner of the Revenue. <br /> <br />Councilman Groden also questioned the status of the 'cleanup of unsightly condi- <br />tions at the corner of Moss & Church streets in connection with the presence of <br />"junked" cars on the premises. City Manager Brown stated that notices had been <br />issued and that one of the "perpetual violators" in that area would soon be <br />going outof business. Councilman Groden expressed his concern over unsightly <br />and unsafe conditions ate'other locations and stated that he hoped the City <br /> <br />would enforce the existing ordinances with respect to these conditions. <br /> <br />The following comments were made by various Councilmen: <br /> <br />Councilman Cole expressed his appreciation and support to Claire <br />England of the Patrick Henry Drug & Alcohol Council and Herb <br />Hughes, Director of Parks and Recreation, for the prom party to be <br />held in the Armory which has been scheduled for May 12, 1990 for <br />Magna Vista High School· <br /> <br />Councilman Cole reported on a meeting which was held on March 26, <br />1990 in Roanoke to discuss the formation of a Coalition for Equity <br />in Educational Funding and urged other Councilmen to become <br />familiar with the position paper distributed to them so that they <br />can discuss the potential of the movement with the School Board <br />members· Councilman Cole found one premise in particular to be <br />outstanding, the principle of "leveling up": "the State must <br />infuse sufficient fiscal resources to bring the lower school <br />divisions upward without taking revenues away from divisions with <br />stronger tax bases." <br /> <br /> <br />
