Upon motion, duly se- <br />conded and by unanimous vote, Council adopted the following ordinance abandon- <br /> <br />ing these two ten-foot alleys, subject to the payment of $587.50 by the Church: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsvilla, Virginia, <br />in regular meeting assembled this twenty-seventh day of February, <br />1990, that the two alleys, as described below, be,-and are hereby <br />declared'-vacated and abandoned in favor of the Broad Street Christian <br />Church, subject to the filing of an appropriate map with--and the <br />approval by--the City's Public Works Director and/or the City's <br />Planner, showing the areas hereby declared vacated and abandoned, <br />which map, when and as approved, shall be duly recorded in the office <br />of the Clerk of Martinsville City Circuit Court: <br /> <br />A lO-foot wide and 9pproximately 102-foot long private alley <br />located on the east side of College Street approximately 215 <br />feet from the north line of Market Street as shown on the <br />City's Tax Map Section (Book) 32, Block K, containing appro- <br />ximately 1,020 square feet of land; and <br /> <br />A lO-foot wide and approximately 145-foot long public alley <br />located on the east side of College Street approximately 100 <br />feet from the north line of Market Street as shown on the <br />City's Tax Map Section (Book) 32, Block K, containing appro- <br />ximately 1,450 square feet of land; and <br /> <br />BE IT FURTHER 0RDAINED by said Council that, an emergency existing, <br />this ordinance shall be in force on and after February 28, 1990. <br /> <br />Pursuant to duly-published notices, Council conducted two separate public <br /> <br />hearings on proposed applications to be submitted to the Virginia Department of <br /> <br />Housing and Community Development for Community Development Block Grant Funds <br /> <br />for two housing projects in the City for funds not to exceed $1,000,000 for <br /> <br />both projects: <br /> <br />Rehabilitationof a target area project situated in the Church/ <br />Moss/Cemetery/Barton/Massey/Endless Street area, plus a portion of <br />Armstead Street and all of Amy Avenue situated north of Fayette <br />Street· It was noted that this project would include rehabilita- <br />tion of housing stock, curb/gutter and sidewalk improvements, and <br />water line upgrading. It would be an extension of the existing <br />rehab project in the Fayette/Church/Market Street area, but would <br />not involve commercial property and landscaping such as that pro- <br />ject did. This grant application would be for $700,000. <br /> <br /> <br />
