TUESDAY, FEBRUARY 27, 1990 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding,. was held Tuesday, February 27, <br />1990, in the Council Chambers, City Hall, beginning at 7:30 P.M. All members <br />of Council were present, viz., L. D. Oakes, Mayor; Clyde L. Willisms, <br />Vice-Mayor; William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome to visitors, <br />Council heard a presentation by the Drama Club from Martinsville High School <br />promoting their upcoming show "South Pacific" tO be conducted at the School on <br />March 16 and 17, 1990- Mrs. Ann Gardner, from the Drama Department, expressed <br />appreciation to Council for allowing them.to perform and invited Council to <br />attend one of their performances. <br /> <br />Council approved the minutes of its regular meeting held February 13, 1990, as <br />recorded, except for two additions by Councilman McClain, as follows: <br /> <br />Page 245 - related to Ordinance No. 90-5, "(Councilman McClain voting <br />"no")" add "because he did not believe the amendment was keeping with <br />the purpose of the itinerant merchants tax") <br /> <br />Page 246 - related to vehicle purchase for the Sheriffs Office, add <br />"Councilman McClain!requested the City Manager to ask the Sheriff to <br />give Council a five-year vehicular plan." <br /> <br />Under Business from the Floor, Mr. Bert Bauerlin, a member of the Law Enforce- <br />ment Sub-Committee of the City's Blue Ribbon Drug Study Committee, requested <br />that the City consider adding additional facilities at the City Farm under a <br />minimum adequate design concept for non-violent non-felons to be housed until <br />the proposed new jail facility can be implemented. He noted this was a top <br />priority concern for their Committee because many convicted drug violators are <br /> <br /> <br />
