252 <br /> <br />MONDAY, FEBRUARY 26, 1990 <br /> <br />alternatives to meet bed requirements in a long-term plan, and two alternatives <br />to funding of needed facilities. An Executive Summary and Recommendation (a <br />part of the overall study prepared) is a part of these minutes. <br /> <br />Robert Wootten, Regional Manager of Jails, Virginia Department of Corrections, <br />noted that the State is encouraging the regional jail concept because it proves.. <br />to be more cost effective to operate, therefore, the State provides 50% funding <br />for construction of regional facilities and a lesser percentage for non- <br />regional facilities.' <br /> <br />Patrick County Sheriff Jay Gregory expressed concern with the proposed Regional <br />Jail concept as to where the facility would be located, the transportation time <br />involved, leaving them with limited or no personnel available during any given <br />time. <br /> <br />Mr. Geisler recommended that a cost schedule be developed and the site issue be <br />addressed, then schedule another meeting with all concerned. <br /> <br />Councilman Cole suggested an interim plan be implemented promptly until a <br />permanent solution can be implemented (plans presented suggest a 2-1/2 year <br />time frame For implementation). <br /> <br />There being no further business with matters related to Henry County, Mayor <br />0akes expressed appreciation to everyone who came and suggested each locality <br />review the study and recommendations and get back together at a later date for <br />further consideration. <br /> <br /> <br />
