MONDAY, FEBRUARY 26, 1990 <br /> <br />A 4uly-called special 3ointmeetinE of the Council of the City of Martinsville, <br />Virginia, and the Board of Supervisors of Henry County was held Monday, <br />February 26, 1990, in the Board Room of the Henry County Administration <br />Building, beginning at 12:45 P.M., for the purpose of receiving a Detention <br />Facilities Needs Assessment Study related to jail facilities for Martinsville <br />and Henry County and possibly Patrick County. All members of Council were <br />present, viz., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; William C. <br />Cole, Jr.; Alfred T. Groden; and Allan McClain, along with City Manager George <br />W. Brown, Public Works Director Leon E. Towarnicki, and City Sheriff Maynard R. <br />Gilley. <br /> <br />All members of the Henry County Board of Supervisors were present, viz., Robert <br />E. Scott, Chairman; Simon C. Spencer, Vice-Chairman; R. J. Frye;S. E. Moran,' <br />Robert L. Whitenet, Jr., and Francis E. Zehr, along with County Administrator <br />C. Lee Lintecum, Deputy CouHty Administrator Veronica M. Venable, and County <br />Sheriff James Rogers. <br /> <br />Mayor Oakes called the meeting to order and introduced City Manager Brown who <br />introduced Howard R. Geisler of Geisler Smith Associates, Ltd., Research <br />Triangle Park, North Carolina, consultant; and Gale J. Koehler of Sherertz, <br />Franklin, Crawford, Shaffner, Inc., Roanoke, Virginia, architect. <br /> <br />Lee Lintecum, Henry County Administrator, commented briefly on the purpose of <br />the Study. <br /> <br />Mr. Geisler presented information related to the City and County's existing <br />facilities, present levels of occupancy by inmates, projected needs, two <br /> <br /> <br />
