248 <br /> <br />TUESDAY,.FEBRUARY 13, 1990 <br /> <br />Council acknowledged receipt of a $3,000 grant from the State Department of <br />Mo'cor Vehicles for the purchase of a radar unit for the Police Department. <br />was noted that this grant had previously been denied. <br /> <br />It <br /> <br />Couhcil expressed concern regarding receipt of a report from the State <br />Department of Criminal Justice Services stating theCity's allocation for <br />FY89-90 to the PoliCe Department under the "599" Aid Program would be reduced. <br />City Manager Brown noted that this program of funding for law enforcement was <br />enacted to compensate cities for the loss of the right to future annexations <br />under the immunity statutes. It was noted that there should be an increase in <br />this funding rather than a decrease. Council asked City Manager Brown to draft <br />a letter to Governor Douglas Wilder for the Mayor's signature expressing <br />concern about this decrease in funding. <br /> <br />Counci~'-'acknowledged receipt of a report on the status of the English Fie~d <br />Fund and the amount of funds expended on English Field in connection with the <br />operation of theMartinsville Phillies. City Manager Brown noted that the <br />revenue and operating expenditures virtually balance. He stated also that Tim <br />Cahill, Manager of the Phillies, has agreed to pay for the electrical costs <br />related to the concession operations, beginning this season. <br /> <br />Council acknowledged receipt of a report by the City Manager on future street <br />construction operations and construction. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council amended a current <br />policy that permits the City Manager to earn annual leave at the same rate as <br />any other City employee with his tenure, whereby he would be allowed an <br /> <br /> <br />
