TUESDAY, JANUARY 23, 1990 <br /> <br />A regular semi-monthlymeeting of the Council of the City of Martinsville, <br />Virginia, with Vice-Mayor Clyde L. Willjams presiding, was held Tuesday, <br />January 23, 1990, in the Council Chambers, City Hall, beginning at 7:30 P.M. <br />All members of Council were present, except for Mayor L. D. Oakes who was out <br />of town, viz., Clyde L. WilliamS, Vice-Mayor; William C. Cole, Jr.; Alfred T. <br />Groden; and Allan McClain. <br /> <br />After the invocation, followed by Vice-Mayor Williams' cordial welcome to <br />visitors present, Council officially appointed Mrs. Janice B. Lawson to serve <br />as Acting Clerk of Councit due to the resignation of W. H. Yeaman. Council <br />approved the minutes of its regular meeting held January 9, 1990, as submitted. <br /> <br />Vice-Mayor Williams and City Manager George W. Brown recognized Mr. Elbert W. <br />Barbour, a former Senior Correctional Officer at the City's Prison Farm, for <br />his 28 years of service with the City from July 1, 1961 to November 1, 1989. <br />It was noted that Mr, Barbour had retired on disability. <br /> <br />Pursuant to duly-published notices, Council conducted a public hearing on a <br />petition filed by Mrs. Veronica A. Dancy, which had already been considered by <br />and approved by the Planning Commission, seeking a rezoning of Lot 5 located on <br />the west side of First. Street, from M-1 Industrial to R-6 Residential. There <br />being no objections expressed by anyone~ Vice-Mayor Williams declared this <br />public hearing closed. It was noted during the discussion of this matter that <br />this constitutes "spot zoning", however, since there was no objection from the <br />adjoining property owner (who was in attendance) and since Mrs. Dancy's pro- <br />perty had been used as a residence for many years and she intended to upgrade <br /> <br /> <br />
