TUESDAY, DECEMBER 12,1989 <br /> <br />Council joined with City Manager Brown in acknowledging with appreciation a <br />communication from Mro Donald E. Sussman, MSC Manager/Postmaster, Roanoke, <br />Virginia, indicating that Mr. Sussman is reestablishing window service hours at <br />Martinsville's downtown "Central Station" postoffice to 9:30 AM - 4:30 PM, <br />Mondays through Fridays, with the lobby being open during the hours 7:00 AM to <br />5:00 114. <br /> <br />Through Councilman C01e, Chairman of the Blue Ribbon Drug Study Committee, and <br />Police Chief Terry L. Roop, a member of this Committee, the Law Enforcement <br />Subcommittee of the Drug Study Committee, chaired by Dr. John D. French, <br />presented seven proposed statutory changes and/or recommendations on which or <br />for which Council's support and acceptance were solicited. Council generally <br />endorsed the concept of these recommendations, several of which will be coming <br />back to Council as proposed statutory bills or amendments, whereas Council <br />officially and unanimously acted upon the following two, directing that an <br />appropriate letter from Council, reflecting Council's support, be directed to <br />the City's representatives in the Virginia General Assembly on the following <br />first-named recommendation and that, similarly, an appropriate letter from <br />Council, reflecting Council's support, be directed to the City's <br />representatives in the United States Congress on recommendation #2: <br /> <br /> 1. That seized drug-related property, by a constitutional amend- <br /> ment already in process, be dedicated to local law enforce- <br /> ment; and <br /> <br /> 2. That an applicable section of the United States Code, <br /> identified as "21 United States Code Section 881 (3)(B)", <br /> which now bars state and local law enforcement agencies in <br /> Virginia from sharing in proceeds from Federal forfeitures, be <br /> repealed or amended to remove this restriction on proceeds. <br /> <br /> <br />
