202 <br /> <br />TUESDAY, NOVEMBER 28, 1989 <br /> <br />Council unanimously appointed Mrs. Frank M. (Suzanne) Lacy, Jr., to membership <br />on the Office on Youth Advisory Board for the unexpired term of Ms. Lyn Guy (no <br />longer eligible as a member-representative from the Cit'y), which term will end <br />June 30, 1991. Council also unanimously appointed Miss Cellisa ("Lisa") <br />Hairston, a Junior at Martinsville High School, to membership on this Advisory <br />Board for a term ending June 30, 1990. <br /> <br />By letter dated November 16, 1989, the State Compensation Board informed <br />Council and City Sheriff Maynard H. Gilley that, in lieu of appellate <br />proceedings initiated by Sheriff Gilley, now dropped, the Board has authorized <br />the employment by Sheriff Gilley of one Court Security Officer, effective <br />November 16, 1989, at an annual salary of $17,277.00, plus certain fringe <br />benefits costs, with funding by the State of its share being assured only <br />through June 30, 1990. The Board also advised that it has increased Sheriff <br />Gilley's 1989-90 budget by $5,000.00 for the category "temporary help", making <br />a total of $15,000.00 now authorized by the Board for this account. In <br />acceptance of City Manager Brown's recommendation regarding this matter, <br />Council appropriated the total sum of $20,919.00 (to be applied to the <br />appropriate line item within the Sheriff's 1989-90 budget), which sum includes <br />the City's portion of the cost of retirement, medical insurance, and workers <br />compensation insurance in the amount of $2,049.00. <br /> <br />City Manager Brown reported that courtroom security measures recommended by him <br />under date of June 7, 1989, have been completed and are now operative, <br />including a metal detector. Mr. Brown reported further that the operation of <br />the metal detector has been delayed, pending a decision by the State <br />Compensation Board on Sheriff Gilley's request for additional manpower.
