MONDAY, NOVEMBER 20, 1989

priorities for 1989-90 were listed as follows:

Computer TechnOlogy Study, assisted by a special team of
International Business Machine representatives, as a basis for
launching the local school system on a long-range plan for
improving and upgrading the use of technology in all aspects
of the system's educational and management programs;

o

Administrative Review Program, to begin in April of 1990, for
the purposes of (a) determining wh~ther the local school
division is meeting required regulations, standards, and
state-and federal laws, (b) providing the local school
division with an objective view of its programs, and (c) to
correct and eliminate areas of non-compliance; and

School Evaluation for the purpose of improving the quality of
the school programs and the delivery of service to students as
part of the State Board of Education's school accreditation
process.

In connection with the aforementioned school population for the year 1988-89
and the probability that the number has stabilized, the School Board reported
its student population as of September 30, 1989, as being 2,848 which includes
285 tuition-paying students and 65 tuition free-students (this latter group
being children of School/City employees). Based on a student population (of
2,806) at September 8, 1989, it was estimated that (of the 2,848 students at
October 10, 1989) 47% are Black, 52% are White, and the remainder of Asian

nationalities-

The results of findings from the several students testing programs were next
presented, involving students in Grades 1, 4, 8, and 11, and comparing their
scores with like students and grades of surrounding or adjacent school
divisions as well as those as a whole tested throughout the State of Virginia.
For students of certain other grades, achievement-vs-ability tests have been
administered showing that Martinsville students scored significantly higher in
all areas than their expected ability-level would project.
