MONDAY, NOVEMBER 20, 1989 <br /> <br />City's General Fund contribution increased from $3,128,000 in 1980-81 to <br />$4,985,000 in 1988-89, or by '59.37%. Average daily pupil membership, the <br />School Board reported, seems to have stabilized, after dropping from 3,504 in <br />1980-81 to 2,876 in 1988-89, which put the total cost per pupil at $1,909.00 in <br />1980-81 (and because of declining enrollment and inflation) to $4,006.00 in <br />1988-89. For 1988-89, local school operations cost a net of $33,460.00 less <br />than estimated or budgeted; and, after 1989-89, authorized debt service will <br />consist of annual payments, beginning 1988-89 for a period of twenty years, to <br />the State Literary Fund against a loan of $754,682.00 to finance the cost of <br />replacing roofs onvarious local school buildings. <br /> <br />As of November 6, 1989, the School Board reported a total number of teachers of <br />209, of which 158 are classroom teachers, with an average base salary of <br />$28,510.00 annually which, with a Master's Degree plus additional teaching <br />duties, could reach an average of $30,467.00. Lowest annual salary for <br />teaching personnel for 1989-90 is $21,567.00 and highest annual salary for this <br />group for 1989-90 is $45,504.00. Presented, next, was a 1990-92 composite <br />index of local ability-to-pay, based on an analysis by the State of Virginia of <br />income tax returns (for 1987) filed through Martinsville employers and, too, <br />based on all such reported income as well as excluding 622 non-resident <br />returns. The total number of school system employees (including those of the <br />Cafeteria and SchoolBus divisions) was listed at 349 for 1989-90, compared <br />with 399 personnel in 1979-80 (excluding CETA employees in Federal programs <br />terminated in school year 1981-82). <br /> <br /> <br />
