174 <br /> <br />TUESDAY, OCTOBER 24, 1989 <br /> <br />The United Way has ascertained that the services to be <br />provided by Adult Day Care rank third in the greatest need <br />for the public in the Martinsville and Henry County area; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />i~ regular session assembled October 24, 1989, that it hereby <br />notifies the Virginia General Assembly that said Council supports the <br />Adult Day Care Center of Martinsville & Henry County intheir efforts <br />to obtain exemption from taxation of real estate and other property <br />owned by them; and <br /> <br />BE IT FURTHER RESOLVED by said Council that it recommends to the <br />Virginia General Assembly that the Adult Day Care Center of Martins- <br />ville & Henry County be classified as a charitable organization. <br /> <br />Council unanimously appropriated--and increased General Fund estimated 1989-90 <br />revenue from the Commonwealth thereby--the sum of $2,000.00 for employment by <br />the City Sheriff of temporary employees, 1989-90, as authorized by the State <br />Compensation Board in its letter of October 5, 1989, to Sheriff Maynard H. <br /> <br />Gilley. <br /> <br />Council unanimoualy authorized and directed the refunding by the City of the <br />sum of $30.13 to Dominion Bank, N.A., which amount represents an overpayment by <br />that institution of bank franchise taxes to the City for the year 1988, as <br />determined by the'State Department of Taxation on the basisof amended returns <br />filed by Dominion Bank for the years 1986, 1987, and 1988. <br /> <br />Responding to a recent request from Council for an explanation of how Adelphia <br />Cable Communications (successor to Multi-Channel TV Cable Company under <br />Council's resolution adopted 08/25/87) calculates the 5% franchise "pass-on" <br />fee stipulated in the franchise renewal ordinance adopted by Council on <br />November 11, 1986, and effective January 1, 1987, for a period of five years, <br />Mr. Michael Mick, Manager of Adelphia's local cablevision system, appeared <br /> <br /> <br />
