172 , <br /> <br />TUESDAY, OCTOBER 24, 1989 <br /> <br />of real estate and other prop.erty owned by the agency. Representing the <br />petitkoner were Mr. James W. Haskins, Counsel and Attorney at Law, Mr. Robert <br />W- Hogg, CPA, and Mrs. Alice B. Culler, who, in response to inquiries from <br />members of Council, described the organization as being completely non-profit <br />and engaged only in charitable work for the benefit of the community, the <br />current needs of the community for an Adult Day Care Center, criteria for <br />admissions, proposed financing of its activities, and projected usage of its <br />real property consisting of the former Martinsville Athletic Club, which has <br />been donated to the Adult Day Care Center of MartinsVille & Henry County. <br />Representatives of the agency also assured Council that its financial records <br />will be open for inspection and that, if requested by Council, financial <br />reports will be submitted to Council. After some discussion, in which Vice- <br />MayOr Williams indicated that he will not vote affirmatively on a proposed <br />resolution which, if adopted by Council, will reflect the Council's supportof <br />the agency's efforts to obtain the exemption from taxation on real estate and <br />other property, because the City Council has just increased local taxes by <br />imposing refuse collection/disposal fees as well as, in many cases as a result <br />of the last general reassessment of taxable property, bymaintaining the prior <br />real estate property tax rate, will have caused increased real estate taxes for <br />many property owners, with Mr. Witliams emphasizing the possibility that <br />additional taxation and/or increases in tax rates or in other rates may be <br />required next year or thereafter. Cited, too, in the discussion, were the <br />demands upon the City's resources by other "outside" organizations requiring <br />financial assistance. Upon motion, duly seconded, and with no assurance that <br />the City will provide any financial assistance in the future to this <br />organization, if asked to do so, Council adopted the proposed resolution <br /> <br /> <br />
