TUESDAY, OCTOBER 10, 1989

Upon motion by Councilman Cole, seconded by CounCilman McClain, Council by
unanimous vote adopted a resolution supporting the West Piedmont Planning
District Commission's (WPPDC) application for a Technical Assistance Grant to
fund a Coordinated Transportation Study to improve efficiency in use of
vehicles and reduce costs of service relative to the operation of the Southern
Area Agency on Aging (SAAA). It was noted that on September 12, 1989, Council
had supported this program when presented by the SAAA and indicated that a
local match of $500 would be provided if the grant were approved. Because of a
technicality this application must be submitted by the WPPDC rather than the
SAAA, thus this second endorsement was needed.

Council acknowledged a report by City Manager Brown and Ms. Agnes Mobile
Hairston regarding the Fayette Street Streetscape Project. It was noted that
all but one of the property owners (Robert Floyd Gravely) were now
participating in the project and that the money would be turned in on Friday,
October 13, 1989. Thus, the project will involve the north side of Fayette
Street from Market Street to Armistead Street (instead of to Terry Street as
previously planned), and the south side of Fayette Street from Market Street to
High Street. Mr. Brown noted that work would begin immediately on this
project, that it would be done in piece-meal fashion so as not to cause too
much incovenience, stating that as much work as possible would be done before
bad weather with completion in the Spring.

Council acknowledged a report from the City Planner/Zoning Administrator
regarding action taken by the Planning Commission on the approval of a
resubdivision of lots owned by HABCO Construction Company involving the
