TUESDAY, SEPTEMBER 26,'1989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with May0rL. D. Oakes presiding, was held Tuesday, September 26, <br />1989, in the Council Chamber, City Hall, beginning at 7:30 P.M. With the <br />exception of Vice-Mayor Clyde L. Willjams, who was away from the City, all <br />members of Council were present, viz., L. D. Oakes, Mayor; William C. Cole; <br />Jr.; Alfred T. Groden; and Allan McClain. (Note: City Manager George W. Brown <br />was absent from this meeting, attending the 1989 ICMA Meeting in Des Moines, <br /> <br />Iowa.) <br /> <br />After the invocation, Mayor Oakes extended a cordial welcome to visitors <br />present and, also, on behalf of the Council, expressed' appreciation to the <br />various City departmental personnel who responded to the threat of hurricane <br />Hugo and restored utility services interrupted by the outer fringe of the <br />hurricane as it passed and waned in the western part of Virginia, <br /> <br />Council recognized and commended Mr. Ralph Jo Pruitt, a member of the City's <br />Social Services Board, for his recent successful effort in obtaining--through <br />the Virginia Department of Social Services and from the National Council on <br />Compensation Insurance--an 81% reduction in the worker's compensation rate for <br />welfare workers (who, formerly, were assigned a rate $2.39 higher than the rate <br />for police officers), with the resulting annual savings to the City's <br />Department of Social Services of $23,900.00. <br /> <br />Upon motion, duly seconded (and with Councilman McClain abstaining from <br />discussing the motion and from voting on the motion because of his association <br />with Southwestern Virginia Gas Company) and otherwise unanimously carried of <br />members present, Council adopted (on second reading) a gas franchise ordinance <br /> <br /> <br />
