t38 <br /> <br />TUESDAY, SEPTEMBER 12, 1989 <br /> <br />In accordance with the requirements of subsections A. 1 and A. 3 of Section <br />2.1-344 of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly <br />seconded and unanimously carried by a recorded vote, Council convened into an <br />Executive Session for the purposes of considering (1) nominees for appointment/ <br />reappointment to certain boards and commissions, (2) a personnel matter, and <br />(3) the possible disposition of City-owned property. At the conclusion of this <br />Executive Session, Council reconvened into regular session and unanimously <br />appointed Miss Melanie Hain, a Junior at Martinsville Senior High School, and <br />(reappointed) Mr. Gardner Payne, a Senior at Martinsville Senior High School, <br />as student-members of the Martinsville Transportation Safety Commission for the <br />current school year (1989-90). Council also unanimously appointed twenty-one <br />local citize'ns to serve as a Blue Ribbon Drug Study Committee (to be chaired by <br />Councilman Cole), most of whom--if not all--had previously volunteered for <br />membership and service on this committee. The membership roster is herein made <br />a part '0f these minutes as Addendum No. 2. Members of Council, by a recorded <br />roll-call, certified that only such public business matters as were identified <br />in the motion and action calling for the aforesaid Executive Session, and as <br />are exempt from open-meeting requirements under the Virginia Freedom of <br />Information Act, were heard, discussed, and/or considered in said Executive <br />Session. <br /> <br />Unscheduled matters brought to Council's attention and referred to City Manager <br />Brown consisted of a complaint (received by Councilman Cole) regarding the <br />Inter-City Bus System and (of) Mayor Oakes' suggestion that many City street/ <br />traffic signs need repairing and cleaning. <br /> <br />Mayor Oakes then declared this meeting adjourned. <br /> <br />W.
