TUESDAY, AUGUST 8, 1989 <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, is <br />committed to the provision of affordable housing'in the City; and <br /> <br />WHEREAS, L. E. '~ike" Lester is the owner of a number of lots <br />abutting Stephens Street situated in the Southside area of the <br />City; and <br /> <br />WHEREAS, the City has entered into a contract with Mike Lester <br />covering the installation of utility and street improvements <br />along said Stephens Street on a shared-cost basis to serve said <br />proposed housing units; and <br /> <br />WHEREAS, Mr. Lester is desirous of constructing affordable <br />housing units on said lots for sale to low and moderate income <br />persons; and <br /> <br />WHEREAS, in an effort to provide the most economical financing <br />possible for those persons who qualify.for purchase of said <br />proposed housing units, Mr. Lester is planning to apply to the <br />Virginia Housing Development Authority for 5% loan money for use <br />in financing said housing units when sold to low and moderate <br />income persons~ now, therefore, <br /> <br />BE IT RES6LVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled on August 8, 1989, that <br />the Council gives it support to Mike Lester's application for <br />funds from the Virginia Housing Development Authority to finance <br />housing units proposed for construction along Stephens Street for <br />sale to low and moderate income persons at a rate of five (5%) <br />percent. <br /> <br />Council acknowledged receipt of a notice from the Virginia Department of Waste <br />Management (Division of Litter Control & Recycling) indicating that a litter <br />control grant application filed by the Martinsvilte-Henry County Clean <br />Community Commission' has been approved for 1989-90 in the sum of $9,155.00, of <br />which $5,805.00 is being allocated for Henry County, $3,000.00 for <br />Martinsville, and $350.00 for the Town of Ridgeway, Virginia. <br /> <br />Council concurred in City Manager Brown's verbal agreement with the <br />Martinsville-Henry County Clean Commission, which agency is sponsoring a Smith <br />River Cleanup Campaign in two phases, that in the project's second phase <br /> <br /> <br />
