104 <br /> <br />TUESDAY, JULY-25, 1989' <br /> <br />PEI~iITS; INCLUSION OF PERMIT NLMBER AND DATES OF ADVERTISEMENTS; <br />FEE. The City of Martinsville shall issue permits to retail <br />merchants for special sales as required upon the application of <br />such merchant and shall inspect the advertisement and conducting <br />of such sale to insure that it is being advertised and conducted <br />in conformity with the required permit. <br /> <br />All applications for special sale permits shall be accompanied by <br />an inventory, including the kind and quantity of all goods which <br />are to be offered for sale during the sale and only the goods <br />specified' in the inventory list may be advertised at a reduced <br />price or sold at a reduced price during the sale period. Goods <br />not included on the inventory of special sale goods shall not be <br />commingled with or added to the special sale goods. The City <br />shall have the right to revoke a special sale permit upon proof <br />that goods not appearing on the original inventory of special <br />sale goods have been commingled with or added to the special sale <br />goods, <br /> <br />Each special sale permit shall be valid for a period of no longer <br />than sixty (60) days, and any extension of that time shall <br />constitute a new special sale and shall require an additional <br />permiX, inventory, and fee. An additional permit beyond the <br />initial sixty-day permit may be granted solely for the purpose of <br />liquidating only those goods contained in the initial inventory <br />list and which remain unsold. <br /> <br />Any person who advertises such sale shall conspicuously include <br />in the advertisement the permit number assigned for the sale by <br />the City wherein the sale is to be conducted and the effective <br />dates of the sale as authorized in the permit. <br /> <br />The Commissioner of the Revenue is authorized and delegated the <br />authority to administer this ordinance and is empowered to charge <br />a fee of fifty dollars ($50.00) for the issuance of special sale <br />permits. <br /> <br />After receiving an updated report from a special committee which has prepared a <br />proposed ordinance to grant a new thirty-year franchise to Southwestern <br />Virginia Gas Company upon the expiration of Southwestern's present franchise <br />granted under date of September 29, 1959, and with Councilman McClain abstain- <br />ing from voting in the following two actions, initiated by motions, duly <br />seconded, and carried by the affirmative votes of all other members of Council, <br />Council (1)*authorized City Manager Brown, pursuant to his request, to <br />advertise a proposed franchise ordinance*(granting Southwestern Virginia Gas* <br /> <br />* Note: <br /> <br />see revision/correction on page 111, minutes of regular semi-monthly <br />Counci~.me~.ting held August 8, 1989. <br /> <br /> <br />
