TUESDAY, JULY 11, 1989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, July 11, 1989, in <br />the Council Chamber, City Hall, beginning at 7:30 P.M. With the exception of <br />Councilman Allan McClain, who was away from the City, all members of Council <br />were present, viz., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; William <br />C. Cole, Jr.; and Alfred T. Groden. <br /> <br />After the invocation, followed by a cordial welcome being extended by Mayor <br />Oakes to visitors present, Mayor Oakes introduced Mr. S. Harold Lamm, who <br />became Superintendent of the Martinsville City Public School System as of July <br />1, 1989. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as <br />corrected and recorded--the minutes of its regular meeting held June 27, 1989. <br /> <br />Mr. Erwin Katz, of 1038 Oak Street, appeared before Council and inquired as to <br />the status of the traffic signal purchase/installation authorized by Council on <br />May 9, 1989, for the intersection of Market and Bridge Streets. In addition, <br />Mr. Katz suggested that, if installation is yet some time in the future, the <br />City install stationary "four-way" stop signs at this intersection until the <br />traffic signal is installed in an effort to reduce and/or eliminate motor <br />vehicle accidents at this location- Responding thereto, Public Works Director <br />Leon T. Towarnicki informed Council that, unlike the recent installation at <br />Market and Ellsworth Streets made from equipment on hand, the City has ~o <br />signal equipment which can be adapted to the Market-Bridge intersection; <br />consequently, such equipment is now being designed preparatory to ordering the <br />equipment, with installation expected within the next four-to-six months.
