TUESDAY, MAY 23, 1989 <br /> <br />that curb-and-gutter be constructed on a shared-cost basis along their <br />properties, which would consist of 350 feet of continuous frontage on each side <br />of Grandview Road from Mountain Road to the top of the steep grade on Grandview <br />Road. Although at first he had recommended abandoning the project because of <br />lack of full participation by all property owners, City Manager Brown revised <br />said recommendation and concurred with the remaining property owner's request. <br />Council unanimously accepted Mr. Brown's revised recommendation. <br /> <br />Council continued (to its next regular meeting) consideration of a proposed <br />amendment to Section 6.1 of the City"s Building Code whereby, if adopted, <br />building permit fees may be waived for housing units constructed for low-and- <br />moderate income persons, if constructed under a program approved and endorsed <br />by City Council. This proposal was supported in person by Mr. Allen Adams, of <br />HABCO Properties, who is attempting to obtain low-cost Virginia Housing & <br />Development Authority financing for a housing project he plans to develop on <br />the north side of the City, and would reflect evidence of the City's interest <br />and efforts to obtain additional "more affordable" housing within the City. <br /> <br />Representing a special committee currently studying the present thirty-year <br />franchise granted by City Council to Southwestern Virginia Gas Company as of <br />October 1, 1959, City Manager Brown recommended that the City not exercise its <br />right, as set forth in Section 10 of the franchise, at the forthcoming <br /> <br />expiration of this franchise, " ..... to acquire the property, equipment, books <br /> <br />and records of the grantee used and useful in the production, sale and <br />distribution of gas to the City and its inhabitants", because 44% of the <br />revenues of Southwestern Virginia Gas Company now are derived from outside- <br />City customers and, furthermore, this grantee does not wish to sell any of its <br /> <br /> <br />
