With the exception of CounCilman Allan McClain, who abstained <br />because he is an official of Southwestern Virginia Gas Company, Council <br />unanimously accepted the Manager's recommendation. <br /> <br />After receiving comments by both Vice~ayor Williams and Councilman Cole on the <br />recent petition seeking an additional access connection between "old" Spruce <br />Street and "new" Spruce Street (see minutes of Council's meeting held May 9, <br />1989) as well as a reference to a recent letter from Mr. Morton W. Lester <br />noting the need for a cul-de-sac at the present terminus of "old" Spruce Street <br />alongside Mr. Lester's apartment complex, which terminus City Manager Brown <br />reported as being outside the City, Mr. Brown reported that the local Resident <br />Engineer for the Virginia Department of Transportation has indicated that some <br />resolution to Mr. Lester's problem can be expected within the next thirty days <br />and, too, the VDOT has agreed to re-study the connection/intersection, as <br />recently requested by Council through the City Manager. Meanwhile, a Mr. <br /> <br />Robert Brown, upon inquiry, was informed that the planned access from "new" <br />Spruce Street to ~{r. Bill A. Adkins' new housing project has been appr0ved by <br />the Planning Commission and that said access plan is available for public <br />inspection in the offices of the Public Works Department. <br /> <br />Upon being informed that the City's recent application for Virginia Community <br />Development Block Grant funds--to construct an access road and related <br />facilities to the Dorn-Will Nursing Home Project property--has been rejected, <br />and upon being informed by City Manager Brown that the City can re-apply for <br />such funds under an Economic/Industrial Development provision, Council called <br />for two duly-advertised public hearings to be conducted by Council on a <br /> <br /> <br />
