· THURSDAY, MAY 18, 1989 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br />Virginia, withIMayor L. D. Oakes presiding, was held Thursday, May 18, 1989, in <br />the Council Chamber, City Hall, beginning at 5:00 P.M., for the purpose of <br />conducting a public hearing on the educational (City School Board)'section of a <br />budget for the City of Martinsville for the fiscal year beginning July 1, 1989, <br />as tentatively approved by Council at its regular meeting held April 25, 1989. <br />All members of Council were present, viz., L. D. Oakes, Mayor; Clyde L. <br />Williams, Vice-Mayor; William C. Cole~ Jr.; Alfred T. Groden; and Allan <br />McClain. All members· of the City School Board were also present, viz., Worth <br />H. Carter, Jr., Chairman; William W. Edwards, Vice-Chairman; Johnnie L. Jones; <br />Roger D. Martin; and Mrs. William F. (Catherine) Stone, Jr. <br /> <br />Following the invocation, Mayor Oakes stated the purpose of this special <br />meeting and invited visitors present to limit their comments to the educational <br />section of the tentatively-approved City Budget for 1989-90 and to direct such <br />comments to the Council. Mayor Oakes also recognized and commended Mrs. <br />Catherine Stone for her years of valuable and devoted service to the City as a <br />member of the School Board, noting that Mrs. Stone has requested that she not <br />be considered for reappointment to the School Board for a new term beginning <br />July 1, 1989. Citizens interested in being considered for appointment to the <br />School Board, Mayor Oakes noted, should file their resumes' with City Manager <br />Brown no later than Friday, June 2, 1989. <br /> <br />Speaking, in the order herein listed, were the following citizens, parents and <br />teachers, most of whom registered objections to the eliminating of certain <br />personnel, as proposed by the School Board in its 1989-90 budget requests: <br /> <br /> <br />
