FRIDAy, APRIL 14,_ 1989

local J&DR Court. The vote tentatively authorizing the requested appropriation
recorded Mayor Oakes, Vice-Mayor Wiliiams, and Councilman McClain as being in
favor of tentatively granting the request, whereas Councilmen Groden and Cole
abstained from voting but not without indicating first that they understand and
appreciate the value and benefits of the program.

Council next considered the Water ResourCeS Department's 1989-90 budget
requests, as presented by Water Resources Director John H. Dyches. Areas of
inquiry and discussion included a proposed $156,000 16' water main from the
water filtration plant to the Bethel Lane storage tanks, expanding the water
treatment capacity to 10MGD, increasing reliance upon the Leatherwood Creek
water supply source in Henry County, interest and investments and surcharges in
the Sewer Fund revenue budget, and a suggestion by Councilman McClain that
there is need to "re-think" ways and means of financing the City's cost of
constructing a sewer line from the City's Water Pollution Control Plant to the
Henry County Public Service Authority's sewage treatment plant downstream on
the Smith River, now under construction or soon to be under construction.

After reviewing the 1989-90 budget requests of the Housing Services Department
and the Purchasing-Stores Department, Council scheduled another special budget
work-session meeting for Thursday, April 20, 1989, beginning at 2:00 P.M.

Mayor Oakes then declared this meeting adjourned.

W . ea
· H Y Council
