T~ESDAY, DECEMBER 17, 1991 <br />years of capacity remaining. <br /> <br />In response to comments from Councilman Oakes <br /> <br />regarding the possibility of developing a site with a life span of 10 to 15 <br />years, Mr. Joyce suggested that, with the type of investment the-City will <br />have to make related to solid waste disposal, it should try to spread that <br />investment over as long a period as possible, noting that even if the City <br />went on its own with its current site, the City would still be looking at the <br />possibility of investing several million dollars in developing a facility. <br />Mayor McClain asked Mr. Joyce if his firm looked at the land sufficiently to <br />say that it would be suitable for construction of a landfill under the new <br />regulations. Mr. Joyce replied that they did not do any test drilling, geo- <br />technical work, etc., on the site', but he advised Council that he personally <br />walked over the land and had some topographic mapping and some conceptual <br /> <br />· layouts of the sites. <br /> <br />Vice-Mayor Groden asked if there was any other land adjoining the City's <br />landfill which could be purchased. Mr. Heater responded that there is vacant <br />land surrounding the current landfill, but he noted that he did not-know <br />without a geo-technical investigation if the adjacent land would be suitable <br />for development. Mr. Joyce further explained that his firm had looked at the <br />land north of the current landfill, which is the Covington property, a~ it <br />is basically forest land that does not abut any residential areas or farms <br />and has'an area that could be developed wherein the drainage would flow <br />naturally into a section of the City's existing landfill. Councilman <br />Williamscommented that the City should look at what it can develop on 'its <br />own regarding solid waste disposal needs. In support of Mr. Williams' <br />statement, Vice-Mayor Groden made a motion that Council authorize the Acting <br />City Manager to employ, as soon as possible, a qualified company to make <br />appropriate tests on the City's landfill to determine if it is suitable for <br />the City's futdre solid waste disposal requirements rather than delaying <br /> <br /> <br />
