TUESDAY, DECEMBER 10, 1991 <br />Mr. La~ also noted that the School Division estimated that there-would be a <br />shortfall in school revenues of $100,202 in the current year. During Mr. <br />Lamm's summarization of the report, he noted that the City has agreed to <br />resume vendor payment duties for the Schools for the remainder of fiscal year <br />'91-'92. <br /> <br />Acting City Manager Heater stated that, since personnel in 'the Finance <br />Department had been reduced this budget year by 1/2 of a position in <br />anticipation of the School Division taking over vendor payments, it may be <br />necessary during the upcoming budget process to request additional Finance <br />personnelif processing the School vendor-payment duties becomes unworkable. <br />Mayor McClain expressed appreciation to Mr. Lamm and to the School Board for <br />its efforts in approaching this very serious problem in a very responsible <br />manner. <br /> <br />Council accepted the Piedmont Regional Community Services Board's Annual <br /> <br />Report. Mr. ~ohn Ullman, one of two City appointees to the Board, and Mr. <br />James Tobin, Director of PRCSB, were present to make this report. <br /> <br />Council conducted a public hearing and considered approval, on first reading, <br />of Ordinance No. 91-20 amending the Subdivision Ordinance in its entirety. <br />Councilman Adams stated that he had not read the Ordinance and would like to <br />have the opportunity to do so. Mayor McClain declared the public hearing <br />open. Mr. Allan Adams, HABCO, 101 Crescent Street, A-i, commented that, <br />since the Special Use Permit is still in effect, big projects could coL~inue <br />to get approval from the Planning Commission, but it would be time-consuming <br />and unnecessary to have to go before the Planning Commission/City Council to <br />get approval for small, routine matters, which, he felt, could be better <br />administered by the City Administration as proposed. <br /> <br /> <br />
