TUESDAY, NOVEMBER 26, 1991 <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor Allan McClain presiding, was held Tuesday, November 26, <br />1991, in the Council Chamber, City Hall, beginning at 7:30 P.M. All members <br />of Council were present: AllanMcClain, Mayor; Alfred T. Groden, Vice-Mayor; <br />George B. Adams,.Jr.; L. D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to visitors <br />present, Council approved the minutes of its regular meeting held November <br />12, 1991, and special meetings held November 18, 19, and 21, 1991, as <br />circulated. <br /> <br />Under Business From the Floor, there were two concerns expressed: (1) Mr. <br />Jack J. Rosemond, 104 Farmington Court and proprietor of The Plaza Cafe in <br />Jefferson Plaza, requested that the parking limits behind Jefferson Plain be <br />extended from one hour to one and one-half hours or two hours becaus6 one <br />hour was not a sufficient parking time limit for his patrons. He noted that <br />he had discussed this situation with Mr. William F. Franck, the owner of the <br />Jefferson Plaza, who had originally .reqUested the one-hour restriction on <br />this lot, and he was agreeable to an extension to one and one-half or two <br />hours. Council requested that Acting City Manager Lance G. Heater prepare an <br />ordinance extending the parking time limit in the Jefferson Plaza lot to two <br />hours. Councilman Williams expressed concern about the 20-minute on-street <br />parking restrictions, 'noting that he had received complaints from merchants <br />who wanted it extended. Council also requested that the City Manager study <br />this issue and report back to Council. (2) Mr. Marvin Hobson, President of <br />The United Subcontractors of Martinsville and Henry County, read a prepared <br />statement expressing concern with the personnel and operations of the City's <br />Inspection Division. Council asked Mr. Hobson to meet with the Acting City <br />Manager to discuss his concerns and Mr o Heater would investigate and report <br /> <br /> <br />
