270 <br /> <br />THURSDAY, NOVEMBER 21, 1991 <br /> <br />A special and duly-called TownMeeting of the Council of the City of Martins"'. <br />ville, Virginia, with Mayor Allan McClain presiding, was held on Thursday, <br />November 21, 1991, at Albert Harris School Library, beginning at 7:00 P.M. <br />Members of the Council present were: Allan McClain, Mayor; Alfred T. Groden, <br />Vice-Mayor; George B. Adams, Jr.;L. D. Oakes; and Clyde L. Williams. <br /> <br />Following the invocation and the Mayor's welcoming comments, the <br />introduced the Council Members and explained that the purpose of the meeting <br />was for Council to listen to the concerns of the citizens of the area. He <br />then opened the floor for comments, which were received as follows: <br /> <br />William K. Muse, 1159 Yorkshire Road, Apartment 4, noted that his apartment <br />had been broken into four times since July 4 and he would like to have more <br />lighting in the area and police patrol increased. He also noted that places <br />for people to "hang out" should be designated. <br /> <br />Leonard Jones, 103 Randolph Street, Apartment 6, stated a number of concerns: <br />(1) a sur~ey should be done through the schools asking children what they <br />think would benefit them; (2) recreational facilities/programs should be <br />planned for the summer in addition to the athletic games already in place; <br />(3) lack of parity in drug enforcement (should be equal throughout the City);= <br />(4) passitivity--Council needs to be more involved with the community; (5) <br />lack of stable family units--most children live in single-parent homes; (6) <br />lack of education through the school system related to hygiene and down-to- <br />earth home training; (7) drug abuse goes from one family member to the next; <br />and (8) we need community therapy--it takes time, loving, sharing and caring <br />to correct problems--not money. <br /> <br />Buford Hairston,-l148-Banner Street, expressed concern regarding drainage <br /> <br /> <br />
