City Manager position had been rescheduled for Tuesday, November 19, <br /> <br />1991, beginning at 1:00 p.m. <br /> <br />Acting Eity Manager Heater reported that Councilman Williams and Chief of <br />Police Terry Roop had attended an Awards Luncheon in Richmond last week to <br />receive the 1990 Special Citation for Outstanding Pedestrian ProgramsActivi- <br />ties Award for the City. This is presented by the AAA and the Virginia <br />Department of Motor Vehicles. <br /> <br />Councilman Oakes noted that he had received complaints about the need for a <br />traffic signal on Liberty Street into the rear of Liberty Fair Mall. Acting <br /> <br />City Manager Heater noted that the Administration was evaluating the traffic <br /> <br />flow at this intersection. Vice-Mayor Groden noted that the traffic flow on <br /> <br />Commonwealth Boulevard and Liberty Street around the Mall area needs to be <br /> <br />studied for possible improvement. <br /> <br />Councilman Oakes inquired about some type of "guard" to protect pedestrians <br /> 0" · <br /> <br />from traffic near the Forest Street intersection with Starling Avenue. <br /> <br />Vice-Mayor Groden inquired about the City's bonded indebtedness as to whether <br />or not it would be advantageous to refinance. Director of Finance .{ichard <br />Fitts noted that the City only has a small indebtedness at reasonable <br />interest rates. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, and as <br />amended), and upon motion, duly seconded and carried by a unanimous recorded <br />vote, Councilconvened into Executive Session for the purpose of considering <br />the possible disposition of publicly-owned property, as authorized by Subsec- <br /> <br />tion 3 .....
