FURTHER RESOLVED, that the Clerk of Council be hereby is authorized and directed to certify these resolutions to the Bank and that the provisions thereof are in conformity with the Charter. of this Corporation. The Mayor noted that the request from Mr. Michael A. Muse on behalf of Martinsville Home Builders, Inc., for the rezoning of Lot 38, located at 1016-1/2 Fayette Street, from R-6. Residential to C-1A Commercial, had been withdrawn. Upon motion, .duly seconded, and unanimous vote, Council scheduled a public hearing for November 12, 1991, on a request by the Piedmont Arts Association for an amendment to Section IX--Off-Street Parking and Loading Space, Paragraph B--Specifications of the Zoning Ordinance. Council accepted a report by Acting City Manager Lance Heater that the City has received notification from the Virginia Department of Corrections that ~he localities of Martinsville City, Henry County, and the Town of Ridgeway would qualify for regional status and state construction funding reimburse- ment relative to the proposed construction of a regional jail. He noted that this did not constitute funding approval at this time. He noted receipt of a letter from the City's consultant, SFCS of Roanoke, stating that they would update, at~ no additional cost, the Detention Facilities Needs Assessm~'~t (since the last figures included Patrick County in October 1990) for Martins- ville and Henry County and consider the work as part of Phase I of the Agree- ment. Mr. Heater also noted that the City and County Administrations wouldTM like a chance to work with the consultant on this final segment of Phase I and' come back to Council and the Henry County Board with a recommendation.
