TUESDAY, JULY 9 1991 <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor Allan McClain presiding, was held Tuesday, July 9, 1991 <br />in the Council Chamber, City Hall, beginning at 9:30 A.M. All members of <br />Council were present: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; <br />George B. Adams, Jr.; L.D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to visitors <br />present, Council approved the minutes of its June 25, 1991 meet~ng as <br />amended. <br /> <br />Under Business From the Floor, Mr. Richard Martin, 21 East Main Street, <br />appeared to voice concerns about the requirement that commercial <br />establishments have electrical "demand meters." City ManagerBrown explained <br />that the City's demand meter policy was parallel to that of Appalachian Power <br />Company, as are all of the City's electrical tariffs. Mayor McClain asked <br />that Mr. Brown meet with Mr. Martin to discuss his concerns and possibly <br />suggest methods of lowering the electrical demand in his business. <br /> <br />Retirement stipends were presented to the following employees: Ruth B. <br />Kallam, Senior Office Associate, Electric Department, 16 years service (who <br />was present); Ralph E. Doolin, Senior Correctional Officer, Prison Farm, <br />Public Works Department, 27 years service (who was not present). <br /> <br />Awards were presented to the following individuals who were present for <br />service on various Boards and Commissions: Terry R. Mitchell--Patrick Henry <br />Community College Board (1987-91) and Commercial Development Commission <br />(1985-91); William W. Edwards, Jr.--School Board (1966-91); Helen S. Barnes-- <br />Social Services Administrative Board (1987-91); J. Burness F~ith-- <br />Martinsville-Henry County Economic Development Corporation Board (1983-91); <br /> <br /> <br />
