TUESDAY, MAY 28, 1991 <br /> <br /> relative to driving a motor vehicle, etc., while intoxicated,":used <br /> in section 12-3, shall be defined and interpreted to include all <br /> such laws in effect on July 1, 1990 Julv 1. 1991. <br /> <br /> BE IT FURTHER ORDAINED that this Ordinance shall be in effect on and <br /> after July 1, 1991. ~ <br /> <br />Council considered adoption, on emergency basis, of Ordinance No. 91-7 <br />amending Section.12-82 of the City Code. Mayor McClain noted that the <br />Ordinance would remove the three-hour parking time limit in all municipal <br />lots with the exception of the lot behind Jefferson Plaza, which would retain <br />its current one-hour limit. Councilman Adams expressed cOncern that if <br />parking time limits were completely removed, some individuals might use the <br />lots for inappropriate purposes (such as selling cars) and suggested that an <br />eight-hour limit be imposed. Mr. Brown said that existing ordinances would <br />prohibit individuals from using the lots in an inappropriate manner. <br />Councilman Oakes noted that Council had received a letter from Mr. David <br />Oliver of the Computer Workshop, located in Jefferson Plaza, who felt that <br />the one-hour limit in the lot behind Jefferson Plaza hurt his business. Upon <br />motion, duly seconded and by unanimous vote, Council adopted the following <br />Ordinance: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled May 28, 1991, that it does <br />hereby amend Section 12-82--Four-hour Limit on Parking in Free <br />Space in Municipal Parking Lot, Article IV--Stopping, Standing and <br />Parking, Chapter 12--Motor Vehicles and Traffic, of the City Code, <br />as follows: <br /> <br />Sec. 12-82. <br /> <br />Four hour One-hour limit on parking <br />in free space in municipal parking <br />lot behind Jefferson Plaza. <br /> <br /> Except on Sundays, no person shall park and remain <br />parked in free parking spaces or areas in any one <br />municipal parking lot for more than four (4) continuous <br />hours, whether occupying the ~amc parking space or notl <br />cxccpt, however, thatin the west half of the municipal <br />parking lot bounded by Bridge, Church, Broad and Chestnut <br />Streets and south of the Jefferson Plaza building, nc <br />person shall--park and remain parked in designated ~paccs <br />for more than one hour, whether occupying the same space <br />or not. <br /> <br /> <br />
