TUESDAY, MAY 28 ,' 19~91
this ordinance shall be in force on and after May 29, 1991.

Council simultaneously conducted two public hearings on requests by the
Planning Commission to amend the City's Subdivision Ordinance in its entirety
and to amend the City's Zoning Ordinance in its entirety. Mr. George Lester
spoke against Section IV, ParagraphF of the proposed Zoning Ordinance, which
calls for Planning Commission review of site plans which have a gross
building area of greater than 40,000 square feet, stating that he felt this
provision would hinder development within the City and that a site plan which
met all City regulations should be administratively approved. This motion was seconded by Vice-Mayor

Groden and carried by a unanimous vote. Mayor McClain asked Mr. Brown to

schedule a daytime special meeting for this purpose.

Upon motion, duly seconded and by unanimous vote, Council adopted the
following Ordinance No. 91-6:

BE IT ORDAINED by the Council of the City of Martinsville,
Virginia, in regular session assembled May 28, 1991, that it does
hereby amend Chapter 12--Motor Vehicles and Traffic, ArticleVI--
State Regulations for Motor Vehicle Operation, Section 12-140--
Adoption of Amendments and Additions to Motor Vehicle Laws by
Reference, of the City Code, as follows:

Sec. 12-140.

Adoption of amendments and additions to motor
vehicle laws by reference.

The term "laws of the state relative to the operation of
vehicles," used in section 12-2, and the term "laws of the state
