<br />Mayor~McClain expressed appreciation to Mr. Worth Carter, Jr. for raising
<br />questions at the May 14, 1991 Council meeting in that his questions led to a
<br />better understanding of the budgetary process on the part of Mayor McClain
<br />
<br />and Councilman Oakes. Mr. Carter stated that he still strongly disagreed
<br />
<br />that the City would save money by participating in the early retirement
<br />
<br />program and that the City should reduce personnel by making reductions
<br />without the benefit of early retirement inducements. Mr. Carter stated that
<br />he would submit a letter to the Administration requesting certain information
<br />and would return to Council with a report. Mr. Carter said that he still-did
<br />not believe· that the water and sewer rate increases contained in. the proposed
<br />
<br />Budget were necessary.

<br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in
<br />regular session assembled May 28, 1991, that the following sums of money be
<br />and hereby are appropriated--by Funds--for the City's fiscal year ending June
<br />30, 1992, from the following Fund sources of estimated revenue:
