144 <br /> <br />TUESDAY, MAY 28, 1991 <br /> <br />A regular semi-monthly meeting of the Council of tile City of=Martinsville, <br />Virginia, with Mayor Allan McClain presiding, was held Tuesday, May 28, 1991, <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members of <br />Council were present: Allan McClain, Mayor;.Alfred T. Groden, Vice-Mayor; <br />George B. Adams, Jr.; L.D. Oakes; and Clyde L. Williams. ~ <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to visitors <br />present, Council approved the minutes of its May 14, 1991 meeting as amended. <br /> <br />An award for service on the Dan River Alcohol Safety Action Program Policy <br />Board was presented to Sandy T. Cartot, representing service for the period <br />1988-91. Mayor FicClain and City Manager Brown expressed appreciation to FIr. <br />Cartot for his service on behalf of the community. <br /> <br />Council 'considered final acceptance of the City's purchase of one-third <br />capacity in the Henry County Public Service Authority's Lower Smith River <br />Interceptor for the total sum of $1,419,635. Payment had been made by the <br />City tothe PSA on November 15, 1990 to avoid further interest accumulation <br />on this purchase, based on the City Administration's interpretation of an <br />agreement between Henry County and the City dated January 22, 1974 concerning <br />joint sewage system improvements. Because the Interceptor was constructed in <br />three segments with varying capacities, the City's one-third portion had been <br />clarified to consist of 3.10 MGD in the upper segment, 3.42 MGD in the middle <br />segment, 'and 3.79 MGD in the lower segment. The PSA granted final approval <br />to this arrangement at its May 20, 1991 meeting in concurrence with <br />recommendations from its consulting engineer, William C. Overman. In <br />response to a question by Councilman Adams, Mr. Brown explained that the <br />"buy-in" of capacity had been agreed to by the PSA and City Council, which is <br />described in the above agreement, and that the City had correspondence <br /> <br /> <br />
