(3)'z:that every <br />patient has the opportunity to apply for charity care; (4) since April 3, <br />only one person has come forward to attempt to change their payments to the <br />Hospital; (5) that the Hospital had over 110,000 registrations during the <br />last year and that, if the Hospital indeed had 1,500 judgments, the <br />percentage of collections which resulted in judgments was very small; and (6) <br />-Mr. Dallas had refused to provide Mr. Britt with the names of the allegedly <br />"starving" people-. who were having trouble paying their hospital bills. <br />Councilman Oakes suggested that Mr. Dallas take his concerns to the Hospital <br />Board. Mr. J.B. Travis voiced complaints regarding the Hospital's treatment <br />of his brother with regard to a garnishment for money owed to the HOspital. <br />Mayor McClain asked Mr. Britt to see that Mr. Dallas is placed on the agenda <br />of a Hospital !'Board meeting to air his concerns. Upon unanimous vote, <br />Council adopted the following Resolution: <br /> <br /> WHEREAS, the Industrial Development Authority of the City of <br /> Martinsville, Virginia (the Issuer),has considered the application <br /> of Memorial Hospital of Martinsville and Henry County, a Virginia <br /> nonstock corporation (the Company), for the issuance of the <br /> Issuer's hospital facility revenue bonds in an amount not to exceed <br /> $13,000,000 (the Bonds) to assist in the financing of the Company's <br /> (i) refunding of the outstanding balance of the Issuer's $9,950,000 <br /> Hospital'Facility First Mortgage Revenue Bonds (Memorial Hospital <br /> of Martinsville and Henry County) Series 1979 which were issued for <br /> the purpose of acquiring, constructing and equipping additions, <br /> extensions and improvements and making renovations to the Company's <br /> hospital facility which is located at 320 Hospital Drive in <br /> Martinsville, Virginia (the Hospital), (ii) acquisition and <br /> installation of diagnostic, therapeutic and other equipment, <br /> including furnishings, for the HoSpital, and (iii) paying certain <br /> costs of issuance related to the'~Bonds (items (i) through (iii) <br /> being hereinafter collectively referred to as the Financing Plan), <br /> and has held a" public hearing thereon on April 3, 1991; and <br /> <br />· .-~WIIEREAS, the Internal Revenue Code~of 1986, as amended, provides <br /> that the highest elected governmental officials of the governmental <br /> unit having jurisdiction over the issuer of private activity'bonds <br /> and over the area in which any facility financed with the proceeds <br /> of.private-activity bondsis located shall approve the issuance of <br /> such bonds; and <br /> <br /> WHEREAS, the Issuer issues its bonds on behalf of Martinsville, <br /> Virginia (the City), the Hospital is located in the City and the <br /> members of the City Council of the City of Martinsville, Virginia <br /> <br /> <br />
