TUESDAY, APRIL 23° 1991 <br />Upon motion,~duly seconded ana~.~b~'~!~!i~nani~!~!~Vote, Council gave tentative <br />approval tothe proposed budget forladvertisement purposes. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved the <br />reclassification and title change of the Assistant to the City Manager to <br />Assistant City Manager. <br /> <br />In.accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, and as <br />amended), and upon motion, duly seconded and carried by a unanimous recorded <br />vote, CouncilI convened into Executive Session for the purpose ofdiscussing <br />salaries for personnel under the jurisdiction of Council, as authorized by <br />Subsection 1 of Section 2.1-344(A). At the conclusion of this Executive <br />Session, Councii reconvened into regular session wherein, by a recorded vote, <br />each ~member of Council certified that (1) only public business matters <br />exempted from open meeting requirements were discussed in said Executive <br />Session, and (2) only those business matters identified in the motion <br />convening the Executive Session were heard, discussed or considered during <br />said session. Upon motion, duly seconded and by unanimous vote, Council set <br />the salaries forthe City Manager and City Attorney for FY91-92 at the same <br />rate as for FY90-91. <br /> <br />In response to a question by Councilman Williams, Mr. Brown explained that <br />the City was allowing individuals who had their utility service cut off as <br />result of being unaware of Council's decision to discontinue the."door- <br />knOCker" policy to be placed back in service without being required to pay a <br />deposit. The policy for those who do not have a deposit with the City, as <br />set out in the Terms and Conditions for utility services, is to require <br />payment of a deposit before service would be continued after service is <br />disconnected for non-payment.
