L26 <br /> <br />TUESDAY, APRIL 23, 1991 <br /> <br />Councilman Oakes made a motion that the City Manager revise the=budget to <br />demonstrate a closing balance of $250,000 in the General Fund as of 6/30/92. <br />This motion was seconded by Vice-Mayor Groden and carried by a unanimous <br />vote. <br /> <br /> Councilman Adams made a motion that the 10% water rate increase recommended <br />..by the City Manager be approved. This motion was seconded by Councilman <br /> <br /> Oakes. Mayor McClain, noting that the City Manager's original recommended <br /> Water'..~='Fundl. closing .balance as of 6/30/92 had been $373~=O00=~ndvoicing his= <br /> concern over the impact of a 10% water rate increase on major water-consuming <br /> industries, stated that he would prefer an 8% water rate increase which he <br /> said would result in a closing balance of $371,377 in the Water Fund as of <br /> 6/30/92. Mayor McClain said that, based on his discussions with <br /> representatives of the major water-consuming industries, he felt that these <br /> industries could better absorb smaller increases on a regular basis rather <br /> thanla large increase in any one year. By a vote of 4 "yes" ~and 1 "no" <br /> (Mayor McClain), Councilman Adams' motion was carried. <br /> <br />Mr-j= Brown stated that he felt it would be difficult to achieve a closing <br />balance of $250,000 in the General Fund as of 6/30/92 without cutting <br />programs and that this was an ~'arbitrary" figure to try to achieve° Mr0 <br />Brown 'stated that he felt the City Administration had worked 'as diligently as <br />the School Administration and School Board had on the budget and that his <br />recommended budget was valid. Mr. Brown asked that some flexibility be given <br />regarding the amount of surplus to be achieved. Upon motion, duly seconded <br />and by unanimous vote, Council revised its earlier motion that the City <br />Manager achieve a closing balance of $250,000 in the General Fund as of <br />6/30/92 to state that the City Manager should have a goal of revising the <br />General Fund budget to achieve the $250,000 surplus° <br /> <br /> <br />
