TUESDAY.~ APRIL 16, 1991 <br /> <br />In response to Mr. Brown's recommendation that the merit, ~raini~g and <br />longevity increases contained in the Pay Plan and in the Employee Manual be <br />continued, Councilman Groden stated that he considered the terms of the <br />Manual to be a contract between the City and its employees and that any <br />sudden change in the Manual would have a negative effect on employee morale~ <br />Councilman Oakes disagreed with Councilman Groden, contending that the Manual <br />is not a contract and that Council could change the Manual to state that the <br />merit, longevity and training step increases would be given if adequate <br />fundingwas~available. Councilman .Williams said~.that~"!he~"~!~'agreed with <br />Councilman Oakes, but that he felt Council was bound by the terms of the <br />Employee Manual for purposes of consideration of this budget° Mr. Williams <br />stated that Council could examine the provisions of the Manual at a later <br />date° <br /> <br />Upon motion, duly seconded and by unanimous vote, Council decided to maintain <br />the Pay Plan and to retain the step increases contained in the Plan as a part <br />of the budget. <br /> <br />Councilman Oakes made a motion that the Employee Manual be changed to state <br />that the step increases would only be given if Council determined that <br />adequate funding was available. This motion was seconded by Councilman <br />Williams. After further discussionin which members of Council voiced doubts <br />regarding this change, Councilman Oakes withdrew his motion on this matter. <br /> <br />Council decided to begin its April 23, 1991 meeting at 7:00 P.M. <br /> <br />Mayor McClain asked.~ the City Manager to examine a 'request which had been <br />givento him by a group called "University Connection" that he write a letter <br />in support of ahighway project which would connect Virginia Tech and the <br /> <br /> <br />
