THURSDAY, APRIL 11~ 1991 unanimous',vote,.Council tentatively approVed 'the budget".,request~,'of the: Y.M.C.A.-in the amountof $25,000. ~ Council considered the budget request of Patrick Henry Community College in the amount of $10,469. Mr. Jimmy Hood, Dean of Finance, commented that the budget request was reduced by $8,189 in FY91-92. Upon motion, duly seconded ..and by unanimous vote, Council tentatively approved the budget request. Council-considered the budget request of'.the ·Department of Soci'al'-~Services:, which demonstrated a net local cost of $304,202, a decrease of $611. Ms. Pat Conrad, Director of Social Services, was present to explain the budget request and explained that because of a delay in receiving information from the State, the Department was unable to provide the City Manager with budget information prior to the deadline for submission of budget materials. In response to a'question, Ms. Conrad confirmed that the Social Services Board's budget request ,included a 3% pay increase for all Social Services Department personnel. Ms. Conrad provided Council members with a copy of the approved budget of the. Social Services Board, which demonstrated a decrease of' net local costs of $14,411. Ms. Conrad stated that:it is estimated that the Social Services Department would not spend $34,000 of its approved FY90-91 appropriation. Councilman Adams made a motion to tentatively approve the budget of the Social Services Department with the provision that any portion ofI the Social Services Budget which would go toward funding a 3% pay increase would not be approved.
