80 <br /> <br />TUESDAY, MARCH 26, 1991 <br /> <br />Corporation Commission (SCC) has- authorized the local ~rate~ in the <br />Commonwealth of Virginia at $1.00. Because some companies in Virginia charge <br />$.60, Robert Cefail & Associates (which operates the jail's pay telephone <br />system) set their local collect call rates at $.85, as an average between PUC <br />authorized rates and the lowest actual collect rate in the State. <br /> <br />Councilman Adams requested that the following reports be prepared for <br />council: (1) a report on the testing.of fire hydrants in the City; and (2) <br />a report on the status of real and personal property taxes which have <br />remained unpaid in the City for 3 or more years. <br /> <br />In response to a question by Councilman Adams, Mr. Brown stated that a report <br />on the solid waste study might possibly be given to Council in late April or <br />early May. <br /> <br />Councilman Williams questioned City Attorney Worthy as to the liability of <br />the parents of children who cause damage at the City Library. Mr. Worthy <br />stated that parental liability for an intentional tort was limited to $200. <br />Mr. Worthy suggested that the Library should ban children who cause such <br />destruction and have them charged with trespassing if they enter the premises <br />after being instructed not to. <br /> <br />Councilman Williams, citing concerns by citizens of the neighborhood, asked <br />Mr. Brown to investigate the possibility of placing a "no dumping" sign at <br />the end of Olympia Street. <br /> <br />Council decided to .schedule its April 9, 1991 meeting to begin at 8:30 A.M. <br /> <br />Mr. Brown reported that the City Prison Farmwas divesting its equipment used <br /> <br /> <br />
