TUESDAY,~ MARCH 26,~1991 <br />t~e~in!Eorme~tion,!~but that he did not believe that it was practical to attempt <br />to~make a projection of costs and benefits of the program for a period of <br />time longer than five years due to the many variables which could occur. <br />Councilman Adams stated that he opposed the proposalbecause he did not feel <br />that it was fair to the taxpayers,.adding that the City could achieve the net <br />cost savings by laying off four employees as of July 1. Councilman Adams <br />also questioned the financial soundness of the Retirement System. Councilman <br />Oakes asked the City Manager to determine if the City could exclude employees <br />not under the City Manager's jurisdiction from the program. Mr. Brown stated <br />that this item would appear on Council's April 9 agenda for a decision. <br /> <br />Council considered an application by the Police Department to the Governor's <br />I~ntensified Drug Enforcement Assistance Program for a $54,648 grant for the <br />Department~s Enhancing Drug Enforcement and Prosecutions Program for FY91-92. <br />Mr. Brown explained that the Department was requesting these funds for the <br />purchase of 6 voice-secure portable radios and overtime pay in the <br />enforcement of illegal drug trafficking and use. The grant request consists <br />of $51,915.60 in Federal funds and $2,732.40 in local funds. Upon motion, <br />duly seconded and by unanimous vote, Council endorsed the grant request. <br /> <br /> Council acknowledged a report on retail rate increases by Appalachian Power <br /> Company in,which the City Manager reported that the Hearing Examiner at the <br /> State Corporation Commission recommended an overall increase of 3.05%, which <br /> was a reduction from the 5.6% increase requested by APCO. Mr. Brown stated <br /> that the new rate will not be effective until the Commission issues its final <br /> order, which should occur in mid-April. <br /> <br /> Council acknowledged a follow-up report on the rate charged by the jail's pay <br /> telephone system in which the City Manager reported that the State <br /> <br /> <br />
