Mayor McClain <br />stated that he also felt the bids should be rejected due to the possibility <br />of obtaining a more favorable rate in a few months. Mr.~ Brown "again <br />cautioned against rejecting proposals which were offered in good faith. Upon <br />a vote of 1 "yes" (Oakes) and 4 "no" (Adams, Groden, McClain and Williams), <br />Council rejected the motion whichwas madeto accept the proposal offered by <br />Patrick Henry National Bank. Upon motion, duly seconded and by unanimous <br />vote, Council rejected all proposals received in response to the Request for <br />Proposals. <br /> <br />Council ~considered an application by the Police Department to the Virginia <br />Department of Criminal Justice Services for a $52,732I grant for the <br />Department's Enhancing Drug Enforcement and Prosecutions Program for FY91-92. <br />Mr. Brown explained that the grant request is a continuation of the grant <br />received last year. The Department is requesting these funds for the <br />purchase of 9 voice-secure portable radios, for overtime, for informant fees <br />and for evidence purchases in the enforcement of illegal drug trafficking and <br />use. The grant request consists of $39,549 in Federal funds and $13,183 in <br />Local Match. Mr. Brown stated that the local match could be made up from <br />funds that are proposed for inclusion in the FY91-92 Budget and recommended <br />approval of the grant request. Chief Roop provided a further overview of the <br />Enhancing Drug Enforcement Program. In response to a question by Councilman <br />Adams, Mr. Brown stated that if the grant request was denied by the State, <br />the $39,549 would not be requested from local funds. Instead, a reduced <br />program funded by the $13,183 in local match would be developed. In response <br />to a question'by Mayor McClain, Chief Roop said that the Police Department <br />was implementing efforts aimed toward community relations.
