TUESDAY. NOVEMBER 20, 1990
Schools evaluate and consider seriously the construction of a spectator gym
at the High School at the time that additional physical education facilities
are provided at this location; (3) the City and County conduct a feasibility
study of constructing a joint City/County facility that would meet the needs
of both jurisdictions as it relates to civic center type activities, with the
understanding that this facility could be sized and designed to meet the
specific needs of Martinsville and Henry County. Any consideration of a
joint City/County community facility should be considered in relation to
other community needs such as solid waste disposal and detention facilities.
It is hoped, however, that the impact of financing of any such facility could
be reduced appreciably by private participation; and (4) the current Multi-
Purpose Building Committee be disbanded and a new Committee be appointed,
consisting of Mayor Allan McClain, Councilman L.D. Oakes and City Manager
George W. Brown, to continue the study of this project with Henry County.
Council asked the City Manager to place consideration of the report on the
agenda for the December 11, 1990 meeting.

Councilman Adams asked if there was merit in scheduling the High School
program in conjunction with Patrick Henry Community College for those who are
interested in taking courses. Ms. Brammer said that the Schools are studying
this for certain types of courses.

Mr~ Brown said that the School Board and Council would soon be facing
difficult decisions regarding methods of funding programs in light of the
current and anticipated reductions in support from the State. Mr. Brown said
that it seemed to him that localities in Virginia would be faced with a
greater responsibility for funding programs in the future and that the
Counciland School Board needed to be thinking of their programs in terms of
public acceptance due to the probable necessity of raising revenues.
