~:TU~DAY, NOVEMBER 13, 1990 <br /> <br /> · presented to Council for adoption on second reading. Upon motion, <br /> seconded and by unanimous vote, Council adopted the Ordinance on <br /> reading. <br /> <br /> duly <br />first <br /> <br />Council considered adopting, on first reading, Ordinance No. 90-16 amending <br />Chapter 21--Taxation, Article I--In General, Section 21-7--Real Estate Tax <br />Exemption of the City Code. Mr. J. Ronnie Minter, Commissioner of Revenue, <br />appeared and explained that the proposed changes in the City Code are in line <br />with changes which were made in the 1990 Session of the General Assembly. <br />These changes would (1) allow a relative to move into the home of a. person <br />who has previously qualified for exemption from real estate tax exemption in <br />order to care for that individual without the relative's income being counted <br />against the income limits for real estate taxation exemption purposes; and <br />(2) allow military officers on active duty who practice medicine with the <br />U.S. Armed Forces to make certifications of individuals as permanently and <br />· totally disabled. Upon motion, duly~seconded and by unanimous vote, Council <br />adopted the Ordinance on first reading. · <br /> <br />Upon motion, duly seconded, and by unanimous vote, -Council set a public <br />hearing for November 27, 1990 related to amending Chapter 1, Section 2, <br />Paragraph 37 of the City Charter in order to remove the $I,000 maximum limit <br />on fines for violations of City ordinances° <br /> <br />Council acknowledged receipt of the Annual AAA Pedestrian Safety Award <br />recently presented to the City by the American Automobile Association of <br />Virginia and the Virginia Department of Motor Vehicles. Mr. Brown and Chief <br />of Police Terry Roop explained that the=award was a resultof a joint effort <br />of the ..City .Administration, Transportation Safety Commission, Traffic <br />Engineer's Office, and the City School Bus Division.
